The Hampshire and the Isle of Wight Integrated Care Board (ICB) took home the Care Commissioner Award at the Housing with Care Awards which took place in London on Friday 9 June.

Elveta Bailey, Adult Mental Health Transformation Manager for the Hampshire and Isle of Wight Integrated Care Board, was nominated for the award by Sanctuary Supported Living for her work supporting The Lookout, a pioneering crisis and respite support centre for adults experiencing mental health crisis in Hampshire.

The Care Commissioner Award recognises an outstanding care commissioner working with a housing provider to deliver outstanding care solutions.

The nomination stated:

“The Lookout owes its success to a strong partnership with the ICB and other mental health services. Elveta Bailey has been instrumental in not only supporting initiatives and operations but also brokering key introductions and championing development.

“Elveta has also supported heavily in securing team training in specialist areas through a clinical psychologist consultant. This is in direct response to her awareness of the rise in eating and emotionally unstable personality disorders. This training will aid staff in enriching their methods of support.”

The Lookout is a first of its kind supported living service in Hampshire for adults aged 18+ experiencing mental health crisis. It offers short-term (up to 28 days) respite and recovery in a psychologically informed environment that takes into account the emotional and psychological needs of each person.

Developed in partnership with Hampshire and Isle of Wight ICB, The Lookout delivers holistic support and interventions in a safe space. Staff are on-site 24-hours a day to suit individual needs and clients only need to bring themselves and any personal care items - everything else, including meals and bedding, is provided.

Elveta said: “I am honoured to have won this award on behalf of the Hampshire and Isle of Wight Integrated Care Board and would like to say thank you to the team at The Lookout for the nomination.

“The Lookout has been such an important project and I have enjoyed working collaboratively with Sanctuary Supported Living and other local services to make it a success. I am looking forward to watching the project progress and being involved in the organisation that supports so many people.”

“Since August 2021 the new service has supported 108 individuals, with successful outcomes, and has therefore avoided mental health relapse and hospitalisation for those people.”
